Collision cross section format in Comsol

For example:
Excitation state
line 4 have three input column:
1)excitation energy
2)ratio of statistical weights of final state to initial state
3)0/1
For line 3, How to we get to know the ratio of statistical weight since the xsection file in lxcat did not mention?
Secondly, for Nitrogen excitation of formular extracted from lxcat is e+N2=>N2(C3)+e
How we are going to written N2(C3) in txt to be read by the comsol.
