Partical Tracing for Fluid Flow doesn't working

Hi all
I am doing an Electroosmosis flow simulation with Creeping Flow, Electric Current and Particle Tracing for Fluid Flow module.

the streamline of fluid velocity indicates that there are the electroosmosis flows around the electrode that means my setups are correct.

In this case, Particle Tracing worked properly by moving particles along streamlines

But when I changed my BCs setting for Fluid flow like:
Inlet: Pressure =0
Outlet: Pressure =0

That means no flow in and out.

And in this case, Particle Tracing does not work. Particles no moving.

I had added Drag Force for both cases

So, what is my mistake ???
