Air injection with free surface using level set method

Hello everyone, I am using level set method to track liquid-gas free surface with bottom air injection in to a water column. I expect the gas entered into the water and then up to the free surface and final flow out of the domain. However, for my simulation, I found the liquid-gas free surface continuing moves along with the gas injection. It seems that the gas region is growing which occupies the domain. In simulaiton, the top boundary wat set to preesure oultet. I have attahed some pictures, does anyone have idea about this? Thanks so much!
