Relative permittivity

Hi, everyone!
I am confused with a way COMSOL defines relative permittivity. I suspect that permittivity acts as susceptibility (according to equations). I attached description of the question in attached pdf file.
I know, it is a very basic stuff (
i would be glad if someone will explain what i am getting wrong.

In SI units: relative permittivity is 1 for vacuum. It is normalized to ϵ₀, so is unitless, as opposed to the absolute permittivity, which has units.

If you're using CGS units it's a bit different.
