Plane symmetries and cylindrical systems

Dear reader,
The default coordinate system in a 2D environment is an X,Y plane. If I was to add a cylindrical system phi would go from X to Y in an arc.
But what I would like is to have the 2D environment in a Y,Z plane, so that if i was to add a cylindrical system phi would go from X yo Y in an arc. This would give me the possiblity to have a plane symmetrical environment.
Am I able to change this things? And how should I go about changing the right settings?

If my questions are vague in any way please do point this out. I'll change the formulation.
