sweep/map meshing couette flow

Hi, I have the attached geometry and am trying to customize my mesh. The gap between the rotating cylinder(internal) and external boundary wall is very small to prevent secondary flow and this is where my point of interest is. It becomes too heavy for my RAM to handle if I keep a tetrahedral mesh in this location. I am trying to only have brick mesh components in this section, yet when I try to either map or sweep this area it errors out. Please let me know if you may have some recommendation on how to only have brick components in this region.
