Several thin layers overlaid mesh

I'm trying to mesh 3 thin layer but inside one of them I have a geometrical form. I explain my problem with a simplified exemple : I have 3 squares with the same dimensions : 200µm*200µm*0.5µm (x*y*z) but in one of them I have a circle (to simplify) with a diameter of 50µm and a thickess of 0.2µm.
I have tried to mesh with tetrahedron but I have a bad resolution and many problem in transient mode, and with the swept mesh I have errors with the surfaces definitions. I think that the second method is the good one but I don't know how well defined the swept mesh.
