Poor Thermal Boundary Layer Meshing

I have a working model, a thermal hydraulic model. The model ran fairly quick but when doing some post processing, the thermal boundary layer is poor. I do not get the temperature and velocity profiles that is acceptable. I have tried to increase the mesh but solve times blow up. I am hoping if anyone can offer some suggestions to increase the meshing around the heated plate (model included).
