Image to model, Image to material!!!

Hello everyone,
Am trying to use an image function for an electrostatic problem. While trying to define the relative permitivity for the image i made use of analytical function as "epsilonrTissue*(im1(x,y)<1+epsilonrTumor*(im1(x,y)>=1))" [permitivity of tissue is 54 & permitivity of tumor is 260] but when i plot the function, the whole image shows the value 54. Or in short i cannot map the image to material property.
Also i request your assistance in converting image to model.
