Convergence criteria

I am trying to understand how COMSOL evaluates convergence criteria. My problem is non-linear and I am using a non-linear solver for it. I set the relative error to 1E-5. I now run the study. The "error" in the convergence plot reduced to about 1.3E-5 and the progress bar was at 98%. When the error further reduced to 9E-6, which is smaller than my convergence criterion, I thought the simulation would stop, but the simulation continued and the progress bar jumped back to 10%!!! How is an error of 1.3E-5 98% progress but an error of 9E-6 only 10% progress? What am I missing here?
