Importing nitrogen cross section data in plasma module

I am simulating DBD reactor using nitrogen as a fluid. I am using cross section data provided by Phelps. However, I could not find statistical weight ratio's of final and initial states for excitation reactions. Could somebody help me in solving this issue.
