Improve meshing

I have a geometry with 100 micron water block which has conical electrodes at the bottom. I am not able to do proper meshing for this. I need extremely fine meshing for the cones, but when I do that, the error displayed is out of memory for meshing. My computer has a 16GB RAM, I am not understanding why it goes out of memory.
Also can I use sweep to mesh the box and then mesh cones using tetrahedral meshing?I use AC/DC module. Please guide me.
