Inquiring for using FNLs

If we have two FNL license(two different license numbers), for example,
No. 001 has a Base module and a RF module, No. 002 has a Base
module and a heat module, how can we using Base+RF+heat in one
client computer and Base in another client computer? Does it need
the two license were installing on the same server?
